Reynaldo V. Ebora

In addition to his work for PBS, Reynaldo V. Ebora is the Former Deputy Director and Acting Director of the National Institute of Molecular Biology and Biotechnology, University of the Philippines Los Banos (BIOTECH-UPLB), a Former Executive Director of the Philippine Council for Advanced Science and Technology Research and Development - Department of Science and Technology (PCASTRD-DOST), and present Director of BIOTECH-UPLB. He has a Ph.D. in Entomology from the Michigan State University and a M.S. Entomology (Insect Pathology/Microbial Control) from the University of Philippines Los Banos, with an international post graduate course in microbiology and biotechnology at Osaka University, Japan, and a post graduate training on Intellectual Property Management and Technology Transfer at ISAAA AmeriCenter, Cornell University. He received his B.S. in Agriculture (Entomology) from the University of the Philippines Los Banos. Rey’s biosafety-related achievements include: former member of the Institutional Biosafety Committees (IBC) of the University of the Philippines Los Banos (UPLB) and the International Rice Research Institute (IRRI); former Chair of the Department of Science and Technology Biosafety Committee; former Chair, Inter-Agency Technical Working Group for the drafting of the Manual of Procedures for EO 514 (Strengthening of the National Biosafety Framework); former lead negotiator, Philippine delegation to the negotiations on liability and redress under the Cartagena Protocol on biosafety; former National Executing Agency Focal Point – BCH Philippines, The Philippine Biosafety Clearinghouse; former PBS SEAsia regional coordinator; former team leader for biotechnology, Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD); member of the Insect Resistance Management Advisory Team (IRMAT), Department of Agriculture; member of the Scientific and Technical Review Panel, (STRP), Department of Agriculture; teaching the biosafety component of molecular biology and biotechnology (MBB) courses at UPLB; and resource person on risk assessment and management, insect resistance management, confined field trial, multi-location field trial and biosafety policy analysis and formulation. What excites Rey most about biosafety are the challenges involved in the implementation of biosafety rules and regulations, especially the public acceptance of biotechnology due to concerns on its safety, as well as the developments in science and technology that have implications in the crafting of biosafety policies, the dynamic nature of biosafety as a field of study and the opportunity to work with other people coming from various disciplines such as various fields of science and technology, economics, policy, sociology, communication, etc.
